Your air conditioning efficiency depends 55% on a well designed ductwork system to distribute air throughout your home effortlessly. Most homes are built on a builder's budget in the most cost conservative way possible. There is always a main trunk line that spans each wing of the house and individual ducts are branched from it. This design saves the builder a lot of cash because it is easy and quick to install and it saves on duct material. It does deliver enough air to pass building inspections and keeps the house just cool enough for homeowners not to complain. Unfortunately, this is terrible design that only works for the builder and not the homeowner.
First, air flow does not make left or right turns! When air is forced through a main duct line it follows that duct line all the way to the end where it exits. Therefore, one or two rooms will be comfortable or too cold while the rest of the house would be warm and in some cases uncomfortably hot.
Now, most people always get sold on buying a bigger air conditioning unit and spending serious money on a change out when they should be replacing their poorly designed ductwork. A house can be efficiently cooled with a smaller air conditioning unit if the duct work is designed efficiently.
It is very interesting that your local electric company will give an incentive to consumers and contractors to replace the equipment that is not broken or works well, and absolutely no incentive is ever given on the culprits of the cooling & heating problem ... THE DUCTWORK.
